Lauren Conrad incited envy when she posted her rainbow tips on her beauty website, The Beauty Department, while Kate Bosworth stepped out with turquoise tints in early August. In extreme cases, full-on Rainbow Brite tones also had a moment in the spotlight (looking at you, Katy Perry).
